
David Mercer

David Mercer is currently the Director of the Office of Technology at Fluor Corporation. Within the Office of Technology, David’s responsibilities include support to all global business lines and offices related to the deployment of Fluor’s licensed technologies, intellectual property, Fluor’s Technical Fellows program, Fluor’s professional publications and presentations program and building a pipeline of experts to support Fluor’s corporate strategy.
Prior to his current role, David was the Head of Technology and Sustainability for Fluor Canada, and was a member of Fluor Canada’s management team, based in Calgary, Alberta. In this capacity, David led a team of Technology executives, providing cost-effective and de-risked solutions to clients’ corporate Energy Transition objectives.
Between 2016 and 2021, David was the Department Manager for Process Technology and HSE in Design at Fluor Canada’s head office, in Calgary Alberta. In addition, David supported business development, strategy and industry engagement activities.
David joined Fluor in 1999 and worked at Canada’s largest oil refinery until 2015. During this period, he held assignments in refinery operations, capital project development, business development and served as the Manager of the Process Engineering and Control Systems Engineering departments at Fluor’s client-based office.
David received a Diploma in Engineering from Saint Mary’s University, a Bachelor of Engineering (Chemical Engineering) from the Technical University of Nova Scotia, and a Master of Applied Science (Chemical Engineering) from Dalhousie University, in collaboration with Delft University of Technology in the Netherlands. David has completed corporate learning through the Center for Creative Leadership and Harvard Business Publishing, a subsidiary of Harvard University.
He is also a registered Professional Engineer.
