In many cases regulation can have a positive role to play in the effective reduction of GHG emissions. Therefore, a close examination of this strategy needs to be undertaken to appreciate the associated benefits of carbon regulations when they are applied and implemented properly. There are also shortcomings which need to be addressed to ensure acceptance and effectiveness.

What role does regulation and policy have to play in the fight to reduce emissions? A popular perception of environmental regulation is one of a zero sum game, where protecting the environment will come at a cost for the economy or vice versa. However, there is evidence that it is possible to protect the environment while spurring economic growth if you have “effective” regulations. This panel will explore this question and government’s role in providing an effective and functional regulatory environment.
